Strange warning "Warning: htmlentities(): charset `US-ASCII'..."

I've got some troubles after install Phorum 5.1.0-alpha.

There is message I get in message list when I use Russian localization:
Warning: htmlentities(): charset `US-ASCII' not supported, assuming iso-8859-1 in /usr/home/forum/for-ua.com/phorum/list.php on line 347

Sorry... Fixed by added $PHORUM["DATA"]['CHARSET']="Windows-1251"; to the lang file.

I don't think that there is already a russian version for 5.1.
Please use the stable-version 5.0.16 if you want to run the board in production.

I try to set an arabian language forum, it really works but I get this error message with this in my language file updated to Phorum 5.1.13 :

Anyways, I can change the line 490 in the read.php page but it is not a good solution because there is also many others page to set like this :

My provider phpinfo() is :

What can I do ? Ask him to provide also ISO-8859-6 ? Use a .htaccess to change it ?
If somebody know a Phorum 5.1.13 or lower using arabian language, it will be also helpfull for me.
