I've been thinking about this myself too...
I think the best way for this would be to create another column in the forum table, something like State.
This state could be set to (for example) closed.
when read.php enters the thread, it checks the state, and if it's closed, it doesn't include the reply form.
I haven't started working on this yet, but if it isn't in the next version of phorum, I will.

Given a state field, would it apply to an entire thread only, or to individual messages within a thread? That is, could one decide that a particular sub-thread should end, or perhaps that a given message cannot be replied to?
Also, who has the right to change the state of a thread/message? Obviously, the admin account can, and probably moderators, but how about the person who posted the message? Can the 'thread owner' change the state of the thread? If a user can edit or delete her own messages, can she also mark her thread closed?
