adding vlink color to emerald

How would I add vlink color to my emerald template?

I'm guessing I would alter css.tpl. Would it be the part that is:
body {
background-color: {body_background_color};
color: {default_font_color};
}

Or should I put it in another part?

I've tried the Easy Color Scheme module, but vlink wasn't an option.
