Changing and editing a template not working

Hello All!
I have a problem changing the phorum template. The documentation is short and not too helpful.
I created a new template directory.
Copied the full content from an existing template (emerald).
Changed the info.php as required.
In admin I selected the new template.
I changed the css.tpl -> nothing! The changes are not visible!
I changed the settings.tpl -> still nothing.
/I changed body color, image paths, commented out lines from css doesn't matter what I do, the result is invisible)
I turned off the cache - nothing.
I purged the cache - nothing.
Well, it would be nice to post some little tutorial on that. I don't know where to go.
Please help!

If you change CSS code, without the changes being visible in the front end, you are not using that template for the thing that you are looking at.
Note that you can change the template for various levels in Phorum. The default template (the one that you configure in the default forum settings) will be used for the index page.
For the forums, you can either inherit the default settings or configure a different template. So if you are looking at a specific forum and not the index page, then check out the settings of the forum that you are looking at. Make sure that your customized template is selected for that forum as well.

Please also be sure to do a hard refresh of your browser (often Ctrl-F5) to be sure that the browser has not cached the page content. This is especially important with CSS changes.
