Template: Black-Grey

With "classic", do you mean the classic template (because there's no way a bad connection can cause that, unless it's some ancient data from some browser cache or so) or the total lack of styling? Looking at the IP-address for your server, you might be hosted with Godaddy. Hosting with Godaddy comes with the effect of the css script to fail at times. We have no reason why that is, but it's fact that it doesn't play well on their servers.
