Incorrect directory permissions. (Check web server log for 404 errors)
Cache enabled, but unreachable. (Usually on Windows)
I use the .cache directory for caching the forum files, and a separate directory under the Phorum directory for photo thumbnails. (because you can't manually delete "stuff" on some Hostsin the server tmp directory).
Improper caching on the Host or your browser.
Bad upload of Phorum files. (Upload program changes line endings or characters in .tpl files.)
Unix/Linux directory and file names are case sensitive Phorum directories and files should all be lower case.

Besides the rewrite rule... in .htaccess , or IIS equivalent (I don't remember the file name).
Admin/General Settings scroll to File/Path Settings http path
Change to https:// whatever is there now.
Get the module "Automatic HTTP Path" [www.phorum.org]
