Have an idea of module, which can control stick and megastick messages.

"Stick message" means message which is shown in the top of current forums (in current version we have already this function)
"MegaStick message" means message which is shown in the top of all forums, or on the list of forums which you can set in the admin panel of this module

Thnx, wait for you feedback

Your "MegaStick" module is the already existing "Announcements" module which is delivered with every current version.

Edit: only that you can't define on top of which forums you show the announcements ;).

but the request was to show announcement on ALL forums, or on the list of some forums

Yeah, like the edit told - that module shows them on ALL forums.
I know of no other module that changes that behaviour but it can surely be the headstart for someone to implement a more sophisticated solution to your needs. I, personally, have no plans to.

Again, please see the announcements MODULE in the admin area of your phorum.
It allows to show messages *from a given forum* (which is imply the announcements forum then) on top of all forums (depending on the settings in the module settings of the announcements module).

Are your users going to read that information over and over again? If not, then announcements are more friendly to the users, since they won't have to scroll through them all the time (when the module is configured to hide messages that have already been read.)

Forum rules are a bit different of course. You don't want people to overlook them. What I'd do for those, is create a sticky in each forum, containing a link to a central page where you put the forum rules.

1. did you create an announcements forum ONLY for announcements?
2. did you set this forum as the announcements forum in the module settings?
