Just put the file into the lang folder with in the mod folder:
...\mods\editor_tools\lang

Corrected a couple of typos, enhanced the language used in the messages, and reduced redundancy.I also translated a couple of english words that had sneaked their way through. :)

One file encoded in UTF8, and one in HTML.
