I wonder if there is an official maintainer for the German localization. Here is another issue which might not have been corrected yet:

At least I feel responsable for the (alternative) German Language Files Package:

Using Phorum since 7/2000: forum.langzeittest.de (actual version 5.2.16-rc2)
Modules "Made in Germany" for version 5.2: Author_as_Sender, CarCost, Close_Topic, Conceal_Message_Timestamp,
Format_Email, Index_Structure, Mailing_List, Pervasive_Forum, Spritmonitor, Terms_of_Service and German_Language_Files_Package.

Hey,
how do I install it? I just clicked "Generate updated language file" and the whole thing is just loading something. Is that normal?
And the php error at the top:
Do I have to change that?

that has nothing to do with installing a language file.
for installing a language file you just copy the new language file to the include/lang/ folder in your phorum install.
then you can select it in the admin.
